Migrated ReportSite, OpenIddictCleanup and TemporaryFileCleanup to background jobs (#15555)

* Migrated ReportSite, OpenIddictCleanup and TemporaryFileCleanup to the new background jobs introduced in v13.

* Fixed delay and period
