Refactored the error params, so that exception is before the message/template so its more in sync with Serilog signature & was an easy way to find some more logs I missed too

Can't directly cache the `content` variable due to problems with modified closures

b4be203b2a
Added a new dashboard to rebuild xml structures for content, members, media. I haven't put it in the release dashboard config for now. Also added methods to the examine controller to check the index integrity which we can use for th 7.3 task.
