Remove ugly CharCollection hack
...
By adding a new configuration and mapping the old CharCollection to that, we can get around having to return null the first time, by obsoleting the old one and redirecting to the new GetCharReplacements method

Make CharCollection return the merged result
...
Since this is the way it's been previously, we cannot change the behaviour of this. Unfortunately due to how the config binding works, we have to make sure it returns null the very first time it's called by the framework to ensure that overrides actually gets registered.

There are some cases where there is a complex hosting strategy and folks want a readonly database and are hosting on Azure. In that case, it is not entirely possible to have a readonly Umbraco database because SqlMainDom is required and part of that requirement is to have read/write access to the umbraco key value table.
This PR allows for the default MainDom to be replaced and to allow for an SqlMainDomLock to use an alternate connection string so that a separate read/write database can be used.

Changes all collections from collection builders to resolve the concrete instances lazily.
...
This means we don't have to inject Lazy<T> all over the place when dealing with
colleciton builders and circular references since this will automatically just work OOTB.
This in theory should also allocate less instances during startup.

Removes IShortStringHelper.ReplaceMany, this should just be a normal string extension and removes the need to load in IUmbracoSettings for this simple purpose, this fixes some unit tests
