* Removed the "New" from all policy names now that the legacy backoffice is gone.

* more policy renaming

* more policy renaming

* Uncommenting tests

* Cleanup

* Removing unused policy names

* Renaming AdminUserEditsRequireAdmin to a more meaningful UserPermissionByResource

* Completing TODO and some alphabetical rearranging
