Dashboard controls: Tidied up the UI.

Browse Source 
Made use of ClientDependency for CSS/JS includes.
CSS tweaks for success/notice/error messages.
Removed from "Umbraco.Web.UI" project, master version now in "Umbraco.Web"; (confirmed with Seb)
(MediaDashboardFolderBrowser.ascx was missing from "Umbraco.Web" - added)
